Municipal Managers and Managers directly accountable to Municipal Managers.
(Minimum) R1 180,193 (Midpoint) R1 430,538 (Maximum) R1 680,881
DURATION: This is a 5 year fixed term performance based contract, subject to signing of a performance
agreement and employment contract.
REQUIREMENTS:
A recognised B Degree in Public Management/Administration/Political Sciences/Social
science/Law or relevant or related field of study, such qualification having been obtained from
a recognised tertiary institution. A post graduate qualification will serve as an advantage.
A valid driving license.
A minimum of 7 years at senior and middle management level, of which atleast 2 years must be
at senior management level.
Extensive experience in Financial Management, Policy Development and Management,
Strategic Planning and Implementation, Programmes Management, Monitoring, Evaluation and
Reporting on Service Delivery.
Demonstrable knowledge of Local Government and related legislation.
Knowledge and application of Performance Management Systems and its regulations
Extensive experience in community facilitation and networking.

KNOWLEDGE: Advanced knowledge and understanding of relevant Local government policies and legislation,

CORE FUNCTIONS: To provide strategic support to the Municipality by: Co-ordinating environmental management

services, to render performance monitoring and evaluation, risk management services and
transversal services.
RESPONSIBILITIES: Manage Internal Audit, Transversal Services, Enterprise Risk management, Performance
Monitoring and Evaluation, sustainable Development and Environmental Management & water Services
Regulations. Ensure that world-class executive support is provided to all political office bearers and the Municipal
Manager (MM), thereby enabling them to excel in leading the municipality to greater heights of service delivery
and development facilitation. Assist the Political Office bearers and the MM in institutionalising partnership
arrangements with relevant government, business, civil society and academic agencies. Assist the MM in
coordinating and managing implementation of the municipalitys IDP, PMS, SDBIP and Council resolutions, thereby
ensuring that its vision is realised. Assist the Political office Bearers and the MM in institutionalising Political Oversight
strategies and mechanisms as well as implementation thereof. Assist the Political Office bearers and the MM in
stakeholder’s mobilisation, thereby maximising the following:
Sound internal and external relations.
Innovative and creativity
Partnership and alliance building
Leadership development and management support
Inter-governmental relations
Change management and transformation
International municipal relations.
GENERAL MANAGER: PUBLIC SAFETY (HEAD OFFICE)

RESPONSIBILITIES: Manage and administer all functional areas within directorate. Strategically develop and/or
implement policies, systems and procedures. Ensure correct application of relevant policies and procedures.
Ensure that there is an efficient Public Safety system in the City of Mbombela. Take responsibility for internal and
external customer relations. Ensure that Council policies and relevant provincial legislation are implemented.
Ensure that the vision and strategies are achieved through co-operation and teamwork.

CORE FUNCTIONS: To provide Secretariat services to Council and Oversight committees.
RESPONSIBILITIES: Provide strategic direction to the Secretariat for the Legislative arm of Council, situated in the
Office of the Speaker, by being responsible for agendas and minutes of meetings, and its Oversight Committees
as well as strategic administrative functions in that regard, to ensure the efficient working of the section.
DEPARTMENT: OFFICE OF COUNCIL
Furthermore to provide strategic and oversee the Public and Stakeholders Participation Unit in the Office of the
Speaker, which entails all wards. Responsible for the overall leadership, management and administration of the
office of the Speaker and Public Participation. Strategy and Policy Formulation, Implementation and review by
developing, implementing and evaluating appropriate strategies for community participation relating to ward
based planning in the Office of the Speaker and Stakeholder Participation (legislature).Strengthen the Oversight&
Scrutiny Role of the Legislature by undertaking announced and unannounced site visits. Business Development and
Management by directing and leading the development of business or strategic plans. Directing and leading the
proper coordination of administrative and logistical support in order to promote an environment conducive to a
culture of high performance.

REQUIREMENTS:
: B.Degree in Law coupled with practical extensive relevant experience in and understanding
of the Constitutional Framework and South African Judicial system. Practical extensive
knowledge of local government legislation, Public Finance Management Act, Treasury
regulations, relevant prescripts and sound legislative and by laws drafting skills. Experience in
consulting with attorneys on matters involving the application/enforcement of Local government
legislation. Ability to communicate articulately and persuasively at the highest level. Admittance
as an Attorney or Advocate will be an added advantage. Leadership, negotiation skills, Good
communication skills and sensitivity for the political and strategic objectives of government,
especially local government will be an added advantage.

Increase awareness of Legal services rules and regulations. Ensure that there is an efficient Legal Services system in
Mbombela. Ensure implementation of the Integrated Development Plan. Take responsibility for internal and
external customer relations. Ensure that Council policies and relevant provincial legislation are implemented.
Ensure that the vision and strategies are achieved through co-operation and teamwork.
DEPARTMENT: SERVICE CENTRE CO-ORDINATION

CORE FUNCTIONS: To coordinate and manage the provisional of Municipal services within the regions (Central,
Northern, Eastern, and Southern).
RESPONSIBILITIES: Manage all affair and employees in the regions. Implementation of the Integrated Development
Plan, including the Performance Management System. Ensuring effective utilisation, training and maintenance of
discipline of staff according to sound labour matters and applicable legislation. Providing of sound advisory service
to the Municipal Manager and political office bearers; managing the municipal administration in accordance with
the Constitution, Local Government Legislation and other National and Provincial Legislation applicable to the
Municipality. Ensuring that the decision of the political structures and political office bearers are carried out.
Ensure sound management of all income, expenditure and assets of the municipality; Responsible for proper and
diligent compliance with applicable municipal finance management legislation; Ensure a safe and healthy work
environment for all employees, contractors, visitors and community members.
Shortlisted candidates will be subjected to suitability checks including qualifications, employment records, criminal
records, and company ownership/directorship and reference checks and must be prepared to undergo a

RESPONSIBILITIES: Data Capturing of all daily activities, processing and assisting
public with administrative issues. Preform the functions of being a Cashier in
receiving Admission of Guilt Payment etc. Preform the function as a Clerk of
the Court in terms of the Magistrates' Courts Act, 1944. Telephone and counter
enquiries. Assisting attorneys with accident reports, typing of letters to
attorneys. Filing of all documents that are captured daily.
SALARY SCALE: R13 799.50 per month (POST LEVEL 10)
