1 X DEPUTY MUNICIPAL MANAGER: CORE SERVICES (HEAD OFFICE)
SALARY: A competitive remuneration package will be offered to the successful candidate based on qualifications, experience and competency achievement. The package will be in accordance with the Government Gazette no 40118, dated 4 July 2016 on the determination of Upper limits of total remuneration payable to Municipal Managers and Managers directly accountable to Municipal Managers.
 Minimum: R1 180 193 Midpoint:  R1 430 538 Maximum:  R1 680 881
DURATION: This is a 5 year fixed term performance based contract, subject to signing of a performance agreement and employment contract.
REQUIREMENTS AND EXPERIENCE:
A recognised B Degree in Public Administration/Political Sciences/Social Sciences/Law or equivalent.  A valid driving license.  A minimum of 5 years’ experience at senior management level and have proven successful institutional transformation within public or private sector. Extensive experience in Financial Management, Policy Development and Management, Strategic Planning and Implementation, Programmes Management, Monitoring, Evaluation and Reporting on Service Delivery. Demonstrable knowledge of Local Government and related legislation. Knowledge and application of Performance Management Systems and its regulations  Extensive experience in community facilitation and networking.  Compliance with minimum competency levels as prescribed by National Treasury Government Gazette no 29967, dated 15 June 2007.

CORE FUNCTIONS:   
To facilitate and oversight on core services departments i.e.  Water and Sanitation, Energy, Community Services, Public Safety, Public Works and Transport, Service Centre Co-ordination.
RESPONSIBILITIES:  
Strategic Management the following departments: Water and Sanitation, Energy, Community Services, Public Safety, Public Works and Transport, Service Centre Co-ordination. Ensure that world-class executive support is provided to all political office bearers and the Municipal Manager (MM), thereby enabling them to excel in leading the municipality to greater heights of service delivery and development facilitation. Assist the Political Office bearers and the MM in institutionalising partnership arrangements with relevant government, business, civil society and academic agencies. Assist the MM in coordinating and managing implementation of the municipality’s IDP, PMS, SDBIP and Council resolutions, thereby ensuring that its vision is realised. Assist the Political office Bearers and the MM in institutionalising Political Oversight strategies and mechanisms as well as implementation thereof. Assist the Political Office bearers and the MM in stakeholder’s mobilisation, thereby maximising the following:

Extensive experience in Financial Management, Policy Development and Management, Strategic Planning and Implementation, Programmes Management, Monitoring, Evaluation and Reporting on Service Delivery.  Demonstrable knowledge of Local Government and related legislation.  Knowledge and application of Performance Management Systems and its regulations. CORE FUNCTIONS:

To co-ordinate Land Use Management, Strategic Planning and Integrated       Development Planning, Local Economic Development, Town Planning and Building control and Human settlement.  To render Spatial Planning and manage acquisition and disposal of Council properties.

RESPONSIBILITIES:  

Manage and Facilitate land use planning processes, process approval requests of building plans, render CWP programs, develop and provide support to SME development projects, render rural development planning, traditional affairs and agricultural services, plan for settlement control and development (housing, services etc.), manage land use planning  and control in settlement areas, to plan for social housing projects, render tourism; business and regulations and governance services, develop spatial development framework and precinct plans, provide GIS services to the municipality for improving planning and policy/project cycle management, manage and coordinate acquisition and disposal of Council properties.

NOTE:       

1. Applicants who hold the position of chairperson, deputy chairperson, secretary, deputy secretary or treasurer of any political party nationally, provincially, region or any other area in which the party operates; or any position in a political party equivalent to a position mentioned above, irrespective of the title designated to that position, shall not be considered for appointment as Manager reporting directly to the Municipal Manager.   

2.  The successful candidate will be required to enter into an employment          contract and a performance agreement as well as disclosure of financial interests and will be subjected to security vetting.

3.                 Candidates must comply with the minimum competency levels as prescribed by National Treasury, Government Gazette no 29967, dated 15 June 2007 or Candidates must commit to comply with the Competency requirements within 18 months from date of appointment.
